Two SINP program categories you can apply to:

  • International Skilled Worker: for skilled workers who want to work and live in Saskatchewan.
  • Entrepreneur and Farm: for those who plan to start a business or buy and operate a farm in Saskatchewan.

How to Apply to the SINP

The Saskatchewan Immigrant Nominee Program (SINP) is a way to immigrate to Canada. Through the SINP, the Province of Saskatchewan:

  • Invites residency applications from non-Canadians who want to make Saskatchewan their home
  • Nominates successful applicants to the federal government for permanent residency in Canada

The SINP is only one of the steps toward becoming a permanent resident in Saskatchewan. All approved applicants must also apply for residency through Immigration, Refugees and Citizenship Canada (IRCC) Canadian Immigration Commission.

Who is not eligible to apply?

The following cannot apply:

  • Refugee claimants in Canada who are claiming refugee status from the Government of Canada.
  • Anyone living illegally in their country of residence or in Canada.
  • Anyone who has had a removal order issued against them by Immigration, Refugees and Citizenship Canada (IRCC) or Canada Border Services Agency.
  • Those who are prohibited from entering Canada.

You may not be eligible for immigration to Canada if:

  • You or any dependent family member do not meet IRCC’s requirements related to health and criminality (even if your dependent is not included in your immigration application).
  • You have unresolved custody or child support disputes affecting any member of your family.
  • You and/or your representative were not truthful in the application.
  • You were unable to prove that you intend to live and work in Saskatchewan.

Temporary Work Permit for International Skilled Worker

If your application is approved by the SINP, your nomination will be sent to IRCC, and you will be provided with a letter of support for a Temporary Work Permit. If the permit is approved by IRCC, you’ll be able to start or continue working while your Permanent Resident Visa is being processed.

International Skilled Worker

The International Skilled Worker (ISW) category is for skilled workers living abroad who want to work and live in Saskatchewan. There are three sub-categories that international skilled workers may apply for under the SINP.

1. International Skilled Worker: Employment Offer

This sub-category is for skilled workers who:

  • Have a job offer for a skilled occupation in Saskatchewan;
  • Who are living abroad or in Canada; and,
  • Meet the criteria of the sub-category.

Eligibility

You may qualify for this sub-category if you live outside Canada or have proof of legal status in Canada, are not a refugee claimant, and:

  • Score at least 60 points on the Saskatchewan Immigrant Nominee Program (SINP) point assessment grid.
  • Have at least one-year work experience in the past 10 years (in your intended occupation).
  • Be eligible for Saskatchewan licensing (if your intended occupation is in a regulated profession or compulsory apprenticeship trade).
  • Have an offer for a permanent, full-time job in Saskatchewan. You will need a valid SINP Job Approval Letter to show proof. There is no specific list of jobs, but your offer must be in an occupation in the National Occupational Classification (NOC) Matrix level “A”, “B” or “O”, or in a designated trade in Saskatchewan.

Required Documents

You must provide all forms and documents to prove you are eligible for SINP nomination at the time that you submit your application. You will also need these documents to prove:

  • Your identity.
  • Work experience.
  • Academic credentials.
  • Language ability.

The SINP may also ask for more documents that are not listed.

All documents must be easy-to-read copies of the original documents. If it is not in English or French, you must submit:

  • A copy of the original document.
  • A copy of the English or French translation of the document.
  • A copy of an affidavit from the translator, describing their translation ability.

The following are the documents you need for your application:

1. Job Offer Requirements

You must have a letter of offer for full-time, permanent job from a Saskatchewan employer in the NOC Matrix level “O”, “A” or “B” occupation, OR in a designated trade in Saskatchewan.

All positions must offer wages and working conditions that match Canadian standards in that occupation.

Your job offer must be approved by the SINP before you apply.

2. Language Credentials

To meet the language requirement, you must:

  • Provide language test results from a designated testing agency.
  • Have English and/or French language ability of Canadian Language Benchmark (CLB) 4 or higher.
  • Have test results that are less than two years old at the time of application.

3. Education/Training Credentials (if applicable)

If you have a skilled job offer and are claiming points for education and training, you must send one or more documents to verify this. Documents include:

  • Education or trade certificates, degrees or diplomas. Include copies of your official transcripts. These should show the school(s) attended or courses taken.
  • Professional designations, professional licences, or professional association memberships.
  • Certification of apprenticeship or equivalent (that is verified and comparable to the Canadian education system programs) with details of the program, courses, length and its administering or regulatory authority.

4. Work Experience Credentials

You must have at least one year of full-time (minimum 30 hours per week) paid work experience in the last 10 years in your intended occupation.

You must send letters of reference from past employers to prove your work experience for each job included.

Documents must include letters of reference from a supervisor or Human Resources Officer printed on company letterhead.

Each letter should indicate the following:

  • Your job position and dates of employment.
  • Your main duties.
  • The number of hours you worked each week if the position was not full-time.
  • The contact information of your supervisor or manager.

If you are claiming work experience while self-employed, the following documents must accompany each job position:

  • Business License;
  • Proof of income, and
  • Letters of reference from clients.

5. Regulatory or Licensing Credentials (if applicable)

If you are planning to work a job that is regulated in Saskatchewan and requires a certification or licensing in Saskatchewan, you must obtain proof of eligibility to be licensed. Submit this proof with your SINP application.

6. Identity and Civil Status Documents

You need to provide the following documents to confirm your identity and civil status:

  • Birth Certificates that list both parents for:
    1. You (the principal applicant).
    2. Your spouse or common-law partner (if applicable).
    3. Each dependent child.
  • If you are married or widowed, you must include:
    1. A marriage certificate.
    2. A death certificate of your former spouse (if applicable).
  • If you are in a common-law relationship you must include:
    1. IMM 5409 Declaration of Common-Law Union.
    2. Proof of at least one year of common-law relationship. Proof may include statements from a bank showing a joint account; a copy of your signed joint lease or mortgage; a copy of jointly-owned property, apart from your residence; a copy of bills made to both of you; or a copy of life insurance naming the other partner as the beneficiary.)
  • If you or your spouse is divorced, you must include:
    1. Final documents for all divorces.
    2. Custody and child support documents (if applicable).
  • Adoption papers for your dependent children who were adopted (if applicable).
  • If you have dependent children, you must include:
    1. A letter from the other parent stating that they are aware of your intention to immigrate to Canada (with or without the child/children) and that there are no custody or child support issues.
    2. Proof of custody for the child/children and proof that you have legal authority to remove the child/children from your home country (if applicable).
  • If you have dependent children that are not coming with you to Canada, you must include:
    1. Their name, age and contact information (mailing and email address, and phone number).
    2. The reason why each dependent is not coming, along with supporting documents.

7. Passports

Your passport must be valid from application through to permanent residency. You will need to include copies of pages in your passport that show the passport number, date of issue, expiry date, photo, name and place of birth for:

  • You (the principal applicant).
  • Your spouse or common-law partner (if applicable).
  • All dependent children accompanying you to Canada (if applicable).

2. International Skilled Worker: Occupation In-Demand

This sub-category is for skilled workers who:

  • Do not have a job offer in Saskatchewan but are highly skilled in an in-demand occupation;
  • Who are living abroad or in Canada; and,
  • Meet the criteria of the sub-category.

Eligibility

To be eligible, you must pay a non-refundable $350 application fee online. It is the last step in order to submit your application.

You may qualify if:

  • You live outside of Canada or have proof of legal status in Canada
  • Are not a refugee claimant
  • Score a minimum of 60 points out of 110 on the SINP point assessment grid
  • Have a language score of at least 4 – Canadian Language Benchmark (CLB) 4
    1. Some employers may ask for language scores that are higher than CLB 4
  • Have completed post-secondary education, training or apprenticeship that’s comparable to that in Canada
  • Have earned a diploma, certificate or degree
    1. For education outside of Canada, you must submit an educational credential assessment (ECA) from a designated organization
    2. Individuals who have completed trades or job training as part of their high school education must instead apply for Saskatchewan licensure
  • Have work experience that is high skilled and not on the Excluded Occupation List
    1. You must have a minimum of one year of full-time (minimum 30 hours per week) paid work experience in a skilled occupation over the past 10 years related to your field of education. Your work experience must be in a high skilled occupation (NOC “0”, “A” or “B”) that is considered to be in-demand in Saskatchewan at the time of your application.
  • Your work experience must be related to your occupation and education
  • You may need to provide proof of Professional Status or of eligibility for Licensure
    1. You must include all required documents in your application. Missing documents will result in your incomplete application being returned. Your application fee will not be refunded.
  • Have proof of settlement funds and a settlement plan

To apply for this sub-category, you must submit an Expression of Interest (EOI). If you successfully submit an EOI, you will be entered into the EOI pool of eligible candidates. Not all candidates who submit an International Skilled Worker EOI will be invited to apply to the SINP.

The points scores associated with an EOI profile will determine the likelihood of receiving an Invitation to Apply (ITA). Once you are invited to apply, you will be required to provide proof to support the EOI points that you claimed. To remain eligible for a nomination you must meet the minimum points of the EOI Selection through which you received your ITA.

Required Documents

You must provide any required forms and documents to prove you’re eligible for SINP nomination. You’ll also need these documents to prove your identity, work experience, academic credentials, language ability, finances, etc.

The following are the required documents you’ll need for your application:

1. Identity and Civil Status Documents

You need to provide the following documents to confirm your identity and civil status:

  • Birth Certificates that list both parents for:
    1. You (the principal applicant);
    2. Your spouse or common-law partner (if applicable); and
    3. Each dependent child.
  • If you are married or widowed you must include:

  • If you have dependent children, whether or not they and their other parent are coming with you to Canada, include:
    1. A letter from the other parent stating that they are aware of your intention to immigrate to Canada (with or without the child/children) and that there are no outstanding custody or child support issues; or
    2. Proof of custody for the child/children under the age of majority and proof that you have legal authority to remove the child/children from your home country (if applicable).
  • If you have dependent children that are not coming with you to Canada you must include:
    1. Their name, age and contact information (mailing and email address, and phone number); and
    2. A detailed reason why each dependent is not accompanying you, along with supporting documentation (e.g., legal separation).

2. Passports

Your passport must be valid throughout the immigration process (from application to permanent residency). You’ll need to include copies of pages in your passport that show the passport number, date of issue, expiry date, photo, name and place of birth for:

  • You (the principal applicant);
  • Your spouse or common-law partner (if applicable); and
  • All dependent children accompanying you to Canada (if applicable).

If you live in a country that is different from your nationality, please include a copy of your visa for the country in which you currently live.

3. Education/Training Credentials

You’ll need to have completed at least one year of post-secondary education or training. This should be similar to the Canadian education system. That has resulted in a degree, diploma, certificate, or a certificate equivalent to a trade certificate.

Submit the following documents to confirm your training and/or post-secondary education:

  • Education or trade certificates, degrees or diplomas. Include copies of your official transcripts where applicable. These should show your school(s) attended or courses you took;
  • For degrees or diplomas obtained outside Canada, you must have an educational credential assessment (ECA) from a designated organization, as per IRCC’s list of approved organizations.
  • Professional designations, professional licences and/or professional association memberships; and
  • Certification of apprenticeship/certificate equivalent (that is verifiable and comparable to the Canadian education system programs) with details of program structure, courses, length and its administering or regulatory authority. In Saskatchewan you may apply to the Saskatchewan Apprenticeship and Trade Certification Commission.

4. Work Experience Credentials

You must have a minimum of one year of full-time (minimum 30 hours per week) paid work experience in a skilled occupation over the past ten years related to your field of education. Your work experience must be in a high skilled occupation (NOC “0”, “A” or “B”) that is considered to be in-demand in Saskatchewan at the time of your application.

Proof of Employment –letters of reference and proof of employment for each job position held

Each letter of reference for each job position must be accompanied by at least three additional documents showing proof of employment. At least one of these documents must be Government issued. Some examples of acceptable documents are as follows:

  • Pension fund/Provident funds, medical Insurance and/or social security record;
  • Work permits/work visas/labour cards for any foreign work experience;
  • Employment contracts;
  • Specific examples of work completed with your employer(s), if applicable; or
  • Any additional information that assists in verifying your work experience.

If you are claiming work experience while self-employed, the following documents must accompany each job position:

  • Business License;
  • Proof of income, and
  • Letters of reference from clients.

5. Proof of Professional Status or Licensure (if applicable)

  • You must provide language test results from a designated testing agency;

  • Your test results cannot be more than two years old at the time of application; and
  • CLB 4 is the minimum; however, employers and regulatory bodies may require higher language scores.

If you speak both English and French and have chosen to claim additional points for bi-lingual language ability:

  • You must provide language test results from a designated testing agency;
  • You must have second language ability of Canadian Language Benchmark (CLB) 4 or higher; and
  • Your test results cannot be more than two years old at the time of application.

7. Settlement Funds

You must submit proof that you have funds that will support your household during your employment search after you arrive. The minimum amount required for your application is based on the size of your family. You must have the “Minimum Funds Required” for a minimum of three months before you submit your application. You must also meet the Minimum Funds Required when you apply for permanent residency after nomination by the SINP and throughout the permanent residency process.

Proof of funds must be attached to your application. They must:

  • be official letters, official statements, and/or certificates from one or more financial institutions.
  • have been maintained at least 3 months prior to submitting your application and maintained throughout the entire immigration process.
  • be in the name of the principal applicant and/or spouse only.

Fund statements must show a detailed transaction history for at least three months before the date your SINP application is submitted and must include the type of currency, fund holder’s name, contact information of the financial institution, account numbers, transactions and balances.

All documents not issued in English or French must be accompanied by a certified translation.

To determine whether settlement funds are sufficient, the account must show that when the account was at its lowest amount, it met the settlement requirement for the size of the household.

The following funds will be accepted:

  • Personal chequing or savings accounts
  • Bonds
  • Cash value life insurance
  • Guaranteed Investment Certificate (GICs) or Certificates of Deposit
  • Mutual Funds
  • Provident Funds (an official letter from the provident fund organization indicating the amount of funds that are accessible is required)
  • Registered Retirement Savings Plans (RRSPs)
  • Stocks
  • Tax Free Savings Accounts (TFSAs)
  • Term deposits and time deposits (must be valid at the time of application and remain valid throughout the entire application process)
  • Treasury Bills

Debentures, credit cards, lines of credit, gold, cash, property or businesses are not accepted as settlement funds.

8. Settlement Plan

You need to attach a settlement plan to your application. You must use the IRCC Living in Canada tool to create your settlement plan.

The Living in Canada tool is intended for general guidance and reference only. The answers you provide will be used to provide you with resources and services that can help you plan for residency in Saskatchewan.

9. Close Relative in Saskatchewan (if applicable)

If you are claiming points for a close family member, you must provide the following from the family member:

  • A birth certificate, marriage certificate and/or any other official government, education or religious documents that prove your relationship to your close family relative. The SINP does not accept affidavits.
  • A copy of the relative’s Canadian permanent resident or citizenship card, or Canadian passport;
  • Proof that they have been living in Saskatchewan for the past twelve months and are financially independent

Close family members can support one application at a time (one household can support one application at a time). If your close family member is already supporting an SINP application, they can’t support your application until the nominee they are supporting has lived and worked in Saskatchewan for six months. Your application will need to include documentation from your close relative regarding their previously supported applicant.

10. Previous work experience in Saskatchewan (if applicable)

If you’re claiming points for working in Saskatchewan you must submit documents to prove that you’ve previously worked in Saskatchewan for at least 12 months in the past five years. You’ll need to provide letters of reference from your previous employer(s), written on official company letterhead. The letter(s) should be signed by an authorized representative of the company (identified by name and title).

Each letter should indicate:

  • Your job position;
  • Dates of employment; and
  • Your main duties/responsibilities.

11. Previous study experience in Saskatchewan (if applicable)

If you’re claiming points for studying in Saskatchewan you must submit the following documents:

  • Education/trade certificates, degrees or diplomas with official transcripts wherever applicable, showing school(s) attended or courses taken; or
  • A letter from the registrar stating that you studied at a Saskatchewan institute.

Applicants located outside of Saskatchewan whose studies have been conducted remotely are not eligible for these additional points.

SINP Points Assessment Grid

The SINP Points Assessment Grid is out of 100 points. In order to be eligible for the program a candidate must score a minimum of 60 points.

3. International Skilled Worker: Saskatchewan Express Entry

This sub-category is for skilled workers who:

  • Do not have a job offer in Saskatchewan;
  • Who are living abroad or in Canada;
  • Are in the Immigration, Refugees and Citizenship Canada (IRCC) Express Entry Pool; and
  • Meet the criteria of the sub-category.

To be eligible for the Saskatchewan Express Entry stream, applicants must be registered in the federal Express Entry pool. To submit a profile to the pool, applicants must be eligible for at least one of three federal Economic programs:

  • Federal Skilled Worker
  • Canadian Experience Class
  • Federal Skilled Trades

Eligibility

To be eligible, you must be accepted into IRCC’s Express Entry pool and pay a non-refundable $350 application fee.

You may qualify if you live outside Canada or have proof of legal status in Canada, are not a refugee claimant, and:

  • Have a valid Express Entry Profile Number and Job Seeker Code.
  • Score a minimum of 60 points on the SINP point assessment grid.
  • Have a language test result that meets the federal Express Entry language requirements.
  • Have completed post-secondary school or training that is comparable to at least one year of Canadian education. You must have earned a diploma, certificate or degree.
  • Have experience in a job that is not on the Excluded Occupation List.
  • Your above work experience must be in the field of your completed post-secondary education or training.
  • You may need to show a Professional Status or proof of eligibility for Licensure for your job.
  • Show settlement funds and a settlement plan.

The points that you claimed on your EOI will determine the likelihood of receiving an invitation. Those with high scores within the pool of candidates will have a greater chance of being invited to apply. Once you are invited to apply, you will be required to provide proof to support the EOI points that you claimed. To remain eligible for a nomination you must meet the minimum points of the EOI Selection through which you received your Invitation to Apply (ITA).

Required Documents

1. Express Entry Profile Number and Job Seeker Validation Code

You must be accepted into IRCC’s Express Entry pool before you can apply to the SINP. You can confirm this by sharing your Express Entry Profile Number and Job Seeker Validation Code when you send your application.

2. Language Credentials

Applicants must meet the federal Express Entry language requirements.

You must provide valid language test results that confirm you meet the minimum requirements, regardless of your native language. Your test results must:

  • Match the language level you said in your Express Entry profile.
  • Not be more than two years old at the time of your application.

If you speak both English and French and have chosen to claim additional points for bi-lingual language ability:

  • You must provide language test results from a designated testing agency;
  • You must have second language ability of Canadian Language Benchmark (CLB) 4 or higher; and
  • Your test results cannot be more than two years old at the time of application.

  • Certification of apprenticeship or equivalent (that is verified and comparable to the Canadian education system programs) with details of the program, courses, length and its administering or regulatory authority. You may apply to the Saskatchewan Apprenticeship and Trade Certification Commission.

4. Work Experience Credentials

You must have at least one year of full-time (minimum 30 hours per week) paid work experience in the last 10 years in your intended occupation.

Your work experience must be in a high skilled occupation (NOC “O”, “A” or “B”) that is in-demand in Saskatchewan at the time of your application.

Proof of Employment

You must submit letters of reference from past employers to prove your work experience for each job included.

Each letter of reference for each job must include at least three more documents showing proof of employment. At least one of these documents must be Government issued. Some examples are:

  • Pension fund/Provident funds, medical Insurance, or social security record.
  • Work permits, work visas, or labour cards for any foreign work experience.
  • Employment contracts.
  • Specific examples of work completed with your employer.
  • Any additional information that may verify your work experience.

If you are claiming work experience while self-employed, the following documents must accompany each job position:

  • Business License;
  • Proof of income, and
  • Letters of reference from clients.

5. Proof of Professional Status or Licensure (if applicable)

Your application will be held until proof is provided. All other documents must be included in your application or it will be returned, and your application fee will not be refunded.

6. Settlement Funds and Settlement Plans

You need to attach a settlement plan to your application.

Settlement Funds

You must submit proof that you have funds that will support your household during your employment search after you arrive. The minimum amount required for your application is based on the size of your family. You must have the “Minimum Funds Required” for a minimum of three months before you submit your application. You must also meet the Minimum Funds Required when you apply for permanent residency after nomination by the SINP and throughout the permanent residency process.

Proof of funds must:

  • be official letters, official statements, or certificates from one or more financial institutions.
  • have been maintained at least 3 months prior to sending your application and maintained throughout the entire immigration process.
  • be in the name of the principal applicant and/or spouse only.

Fund statements must show a detailed transaction history for at least three months before the date your SINP application is sent. It must include the type of currency, your name, contact information of the financial institution, account numbers, transactions and balances.

All documents not issued in English or French must be accompanied by a certified translation.

To find out if settlement funds are sufficient, the account must show that when the account was at its lowest amount, it met the settlement requirement for the size of the household.

The following funds will be accepted:

  • Personal chequing or savings accounts.
  • Bonds.
  • Cash value life insurance.
  • Guaranteed Investment Certificate (GICs) or Certificates of Deposit.
  • Mutual Funds.
  • Provident Funds (an official letter from the provident fund organization indicating the amount of funds that are accessible is required).
  • Registered Retirement Savings Plans (RRSPs).
  • Stocks.
  • Tax Free Savings Accounts (TFSAs).
  • Term deposits and time deposits (must be valid at the time of application and remain valid throughout the entire application process).
  • Treasury Bills.

Debentures, credit cards, lines of credit, gold, cash, property or businesses are not accepted as settlement funds.

7. Close Relative in Saskatchewan (if applicable)

If you are claiming points for a close family member, you must show:

  • A birth certificate, marriage certificate or other official documents that prove your relationship.
  • A copy of the relative’s Canadian permanent resident or citizenship card, or Canadian passport.
  • Proof that they have been living in Saskatchewan for the past 12 months

Close family members can support one application at a time (one household can support one application at a time). If your close family member is already supporting a SINP application, they cannot support your application until the nominee they are supporting has lived and worked in Saskatchewan for six months. Your application will need to include documentation from your close relative regarding their previously supported applicant.

Proof of Permanent Resident status or Canadian Citizenship:

  • Canadian permanent resident card.
  • Canadian citizenship card.
  • Canadian passport.

8. Previous Work Experience in Saskatchewan (if applicable)

If you are claiming points for working in Saskatchewan, you must show that you have worked in Saskatchewan for at least 12 months in the past five years. You will need to provide letters of reference from your previous employer(s), written on official company letterhead. The letter(s) should be signed by an authorized representative of the company (identified by name and title).

  • Your job position.
  • Dates of employment.
  • Your main duties/responsibilities.

9. Previous Study Experience in Saskatchewan (if applicable)

If you are claiming points for studying in Saskatchewan, you must submit:

  • Education/trade certificates, degrees or diplomas with official transcripts. These should show your school(s) attended or courses taken.
  • A letter from the registrar stating that you studied in Saskatchewan.

Applicants located outside of Saskatchewan whose studies have been conducted remotely are not eligible for these additional points.

10. Identity and Civil Status Documents

You need to provide the following to confirm your identity and civil status:

  • Birth Certificates that list both parents for:
    1. You (the principal applicant).
    2. Your spouse or common-law partner (if applicable).
    3. Each dependent child.
  • If you are married or widowed, you must include:
    1. A marriage certificate.
    2. A death certificate of your former spouse (if applicable).
  • If you are in a common-law relationship you must include:
    1. IMM 5409 Declaration of Common-Law Union.
    2. Proof of at least one year of common-law relationship. Proof may include statements from a bank showing a joint account; a copy of your signed joint lease or mortgage; a copy of jointly-owned property, apart from your residence; a copy of bills made to both of you; or a copy of life insurance naming the other partner as the beneficiary.)
  • If you or your spouse is divorced, you must include:
    1. Final divorce documents for all divorces.
    2. Custody and child support documents (if applicable).
  • Adoption papers for your dependent children who were adopted (if applicable).
  • If you have dependent children, you must include:
    1. A letter from the other parent stating that they are aware of your intention to immigrate to Canada (with or without the child/children) and that there are no custody or child support issues.
    2. Proof of custody for the child/children and proof that you have legal authority to remove the child/children from your home country (if applicable).
  • If you have dependent children that are not coming with you to Canada, you must include:
    1. Their name, age and contact information (mailing and email address, and phone number).
    2. The reason why each dependent is not coming, along with supporting documents.

11. Passports

Your passport must be valid from application through to permanent residency. You will need to include copies of pages in your passport that show the passport number, date of issue, expiry date, photo, name and place of birth for:

  • You (the principal applicant).
  • Your spouse or common-law partner (if applicable).
  • All dependent children accompanying you to Canada (if applicable).

If you live in a country that is different from your nationality, please include a copy of your visa for the country.

Saskatchewan Entrepreneur and Farm

To be eligible for nomination you must meet the criteria of the SINP and provide all of the required documents listed below. Before you apply to the Saskatchewan Immigrant Nominee Program (SINP), please review the eligibility criteria and required documents needed to apply to the Entrepreneur and Farm Owner/Operator categories detailed below.

Entrepreneur Category

The Entrepreneur Category is for foreign nationals who wish to obtain or partner in a business in Saskatchewan and be actively involved in managing it, while residing in Saskatchewan.

There are four steps to the nomination process:

1. Expression of Interest (EOI) submission to the SINP

2. EOI Selection and Invitation to Submit an application

  • Candidates’ EOIs are selected based on their points score with those with the highest points selected during each draw. The number selected is dependent on program requirements (e.g., application inventory).
  • After candidates are invited to apply, applications are processed in the order that they are received.

Through the SINP Entrepreneur Program, you and your family can start, obtain or partner in a business in Saskatchewan and be actively involved in managing it, while residing in Saskatchewan.

Your SINP Application Assessment

  • Before your application will be assessed, you must submit:
    1. Application processing fee.
    2. Third party verification report.
    3. Electronic application including all supporting documents.
  • Only complete applications will be accepted.
    1. Incomplete applications will be closed.
    2. If your application has been closed and you wish to reapply, you must submit a new EOI.
  • Your application will be assessed using the Entrepreneur Eligibility Criteria and your EOI Points Assessment will be confirmed.
    1. A Business Immigration Officer may contact you for more information or for an in-person interview.
  • If you do not meet the program’s Eligibility Criteria, your application will be ineligible.
  • If the SINP finds your score on the Points Assessment Grid to be different from what you claimed (due to intentional misrepresentation), or that you or any person associated with your application did not include relevant information or gave misleading information:
    1. Your application will be rejected.
    2. You will not be permitted to submit an EOI or application to the SINP for two years.
  • If you meet the criteria, you will be contacted for a final interview. This could be in-person or through video conferencing.
  • Upon completion of your final interview, you will be sent a Business Performance Agreement (BPA) to review and sign.
  • Your BPA is your legal agreement with the Government of Saskatchewan.
  • It will state the amount you will invest in your business and the business sector you will operate your business under. The BPA will also list other information based upon your Business Establishment Plan.
  • You must email your BPA to the SINP within 20 days.
  • Once we get your signed and dated BPA, we will issue a SINP Entrepreneur Approval Letter that includes instructions on how to apply to IRCC for a Temporary Work Permit (TWP), along with a Temporary Work Permit Support Letter. The letter is issued for your application to IRCC for a TWP. A TWP allows you to settle and run your business in Saskatchewan.
  • You must apply to IRCC for your TWP within three months of the date on the SINP Approval letter.
  • You must arrive within 18 months of being issued the original Temporary Work Permit Support Letter.
  • If IRCC refuses your TWP application, your SINP application will be ineligible.

The Expression of Interest (EOI) System

The EOI is not an application; it is an expression of your interest in the SINP. You can indicate your interest in running a business and living in Saskatchewan by providing info on your experience, assets, and a Business Establishment Plan (BEP).

  • Those who meet the eligibility criteria will be accepted into the EOI candidate pool.
  • Once sent, EOIs are scored and ranked using the Points Grid.

Program Requirements

Before you submit your EOI:

  • To submit an EOI to the SINP, you must:
    1. Meet the entry criteria.
    2. Complete the Points Assessment Grid.
  • To meet the entry criteria, you must:
    1. Have a minimum of $500,000 (CAD) in Net Business and Personal Assets.
    2. Have at least three years of relevant business management or entrepreneurial experience gained in the past ten years.
    3. Plan to invest a minimum of $300,000 (CAD) in Regina and Saskatoon, or a minimum of $200,000 (CAD) in all other Saskatchewan communities.
  • We will assess the information you give in your EOI against the Points Grid to rank your EOI in the pool of candidates. Candidates are then selected based on their score. Selected candidates are invited to apply to the SINP.
  • If you are invited to apply you must submit a Business Establishment Plan (BEP). Your BEP must include:
    1. Your plan to establish an eligible business that aligns with the points in the Entrepreneur Category Points Grid.
    2. Your ownership of at least one-third (33 1/3 per cent) of the equity of a business in Saskatchewan, unless your total investment is $1 million CAD or higher.
    3. Your commitment to the day-to-day management of the business.
    4. The creation of two employment opportunities in Saskatchewan for Canadians or permanent residents who are not related to you*.

*This only applies if you’re establishing a new business in Regina or Saskatoon.

International Graduate Entrepreneur Category

The International Graduate Entrepreneur Category is for international students graduating from as Saskatchewan institution who want to become an entrepreneur. Through the SINP Entrepreneur Program, you and your family can start, obtain or partner in a business in Saskatchewan and be actively involved in managing it, while residing in Saskatchewan.

There are four steps to the nomination process:

1. Expression of Interest (EOI) submission to the SINP

Candidates can show interest in nomination for Permanent Residence as an International Graduate Entrepreneur by submitting an Expression of Interest (EOI).

2. EOI Selection and Invitation to Submit an application

  • Candidates’ EOIs are selected based on their points score with those with the highest points selected during each draw. The number selected is dependent on program requirements (e.g., application inventory).
  • After candidates are invited to apply, applications are processed in the order that they are received.

3. Business Establishment

Approved applicants on a valid post-graduate work permit (PGWP) must operate their proposed business.

4. Nomination

Once an applicant fulfils the conditions of the Business Performance Agreement (BPA), they can apply to be nominated by the SINP for permanent residency.

Through the SINP International Graduate Entrepreneur Program, you can start, obtain or partner in a business in Saskatchewan and be actively involved in managing it, while residing in Saskatchewan.

Program Requirements

These requirements must be met by anyone applying to the SINP International Graduate Entrepreneur Stream. It is your responsibility to include supporting documents to show you meet the eligibility criteria.

Minimum Eligibility Criteria to Submit an EOI:

  • Are at least 21 years of age.
  • Have completed a full-time post-secondary degree or diploma of at least two years from an eligible Saskatchewan institution.
  • Have a valid Post-Graduate Work Permit, with at least 24 months remaining.
  • Have lived in Saskatchewan during their academic program (no distance-learning programs or accelerated academic program are eligible).
  • Have a minimum Canadian Language Benchmark (CLB) level of 7.

Those who meet eligibility criteria and are invited to apply and must be able to show knowledge of their Business Establishment Plan (BEP).

Those chosen from the EOI pool, invited to apply and approved by the SINP must:

  • Reside in Saskatchewan.
  • Actively own and operate a business in Saskatchewan for at least one year prior to applying.
  • Own at least one-third (33%) of the business and take part in the day-to-day management. Ownership must be the result of a verifiable investment made directly by the applicant, either from their own equity or from an eligible source.
  • Demonstrate that the business is generating the minimum required revenue amount after one year of operation.
  • Sign a Business Performance Agreement (BPA) with the Government of Saskatchewan. This will be given to you by the SINP after your application is approved.

Establishing Your Business

Upon approval you are required to:

  • Reside in Saskatchewan and actively operate your business on a day-to-day basis.
  • Establish, purchase or continue to operate your business as per the requirements of your BPA and your BEP.
  • Submit the Business Establishment Progress Report 12 months after the Approval Letter date, found on the website under “Application Forms”, outlining your business establishment activities to date. This is submitted online through your Oasis account.
  • When you have fulfilled the terms of your BPA, including meeting minimum income requirements, submit your application for nomination.
  • Only approved applicants that can demonstrate a minimum of 12 months of active business operation are eligible for nomination.
  • After approval, applicants may access business establishment and settlement services from a designated business service provider available to answer questions related to fulfilling the terms of the BPA. The business service provider can also refer you to other service providers for relevant information and guidance related to the establishment of your business.

Farm Owner and Operator Category

The Farm Owner and Operator Category is for foreign nationals who’d like to move to Saskatchewan and who:

  • Have proven experience in farming;
  • Have considerable capital (money, assets) to invest in a farming operation; and
  • Plan to buy and run a farm in Saskatchewan.

Please note this category is strictly for business in primary agricultural production (crops and livestock). If you’re interested in agri-business operations, you may qualify under the SINP Entrepreneur Category.

Eligibility

To be eligible, you must have:

  • Available Equity: You must provide financial documents that show a net worth of $500,000 (CAD).
  • Refundable Cash Deposit: You must sign a Performance Agreement to purchase and actively operate a farm in Saskatchewan. You will also need to make a “good faith” deposit of $75,000 (CAD) in trust. The cash deposit will be returned when you have met the terms of the Performance Agreement. If you do not meet the terms within two years of being in Saskatchewan, the deposit will be paid to the province.
  • Mandatory visit to Saskatchewan: You must make an exploratory visit to Saskatchewan for at least 10 working days.
  • Farm operation knowledge and experience: You must provide documentation that demonstrates you are an experienced farm operator. We may verify this further through an interview.
  • A practical, well-thought-out proposal for a commercial Saskatchewan farming opportunity.

Farm Owners and Operators

Application Criteria

To be approved for nomination, you must:

  • Have a personal net worth of at least $500,000 (CAD).
  • Have accumulated your net worth legally.
  • Have at least three years’ experience in:
    1. Farm ownership.
    2. Farm management.
    3. Practical farming experience.
  • Give a proposal for a commercial Saskatchewan farming opportunity with plans to invest a minimum of $150,000 (CAD). Your proposal should be based on research, consultations or formal coursework relevant to Saskatchewan agricultural conditions. Hobby farms do not qualify. The proposal should be a commercial project with an expectation of profit. In Saskatchewan, a qualified farming business must have a minimum of $10,000 CAD in annual revenue.
  • Score at least 55 points on the Farm Owner/Operator Category Intent Grid.

Farm Owners and Operators - Young Farmer Stream

The Young Farmer stream was created to allow young farm families to establish their lives and farming operations in rural areas of Saskatchewan.

Application Criteria

To be approved for nomination, you must:

  • Have a personal net worth of at least $300,000 (CAD).
  • Have accumulated your net worth legally.
  • Be under the age of 40 at the time of your application.
  • Have at least three years’ experience in:
    1. Farm ownership.
    2. Farm management.
    3. Practical farming experience.
  • Give a proposal for a commercial Saskatchewan farming opportunity. Your proposal should be based on research, consultations or formal coursework relevant to Saskatchewan agricultural conditions. Hobby farms do not qualify. The proposal should be a commercial project with an expectation of profit. In Saskatchewan, a qualified farming business must have a minimum of $10,000 CAD annual revenue.
  • You or your spouse must have employment skills, based on education and experience, to supplement your farming income.

Nomination Requirements (Both Category Streams)

You may not qualify if:

  • You do not meet one or more of the criteria listed above.
  • You or a dependent family member (accompanying you or not) has a serious medical condition.
  • You have unresolved custody or child support disputes affecting any member of your family.
  • You have intentionally committed misrepresentation or fraud in your application.

Before you submit your application:

  • Ensure you meet the criteria.
  • Access and prepare all forms and documents.
  • Comply with the steps involved in the application process, including:
    1. Paying a $2,500 CAD processing fee.
    2. Paying the $75,000 CAD deposit.
    3. Fulfilling the requirements of the program.
  • Make an exploratory visit to Saskatchewan: You must stay in Saskatchewan for at least 10 days to conduct research through meetings with service professionals.

Accompanying Farm Employee (Both Category Streams)

You may qualify under the International Skilled Worker: Employment Offer subcategory if you:

  • Live outside of Canada or have proof of legal status in Canada;
  • Are not a refugee claimant;
  • The principal applicant under the SINP Farm Category has been nominated;
  • Score a minimum of 60-points in the points assessment grid;
  • Have at least one-year work experience in the past 10 years as a Farm Employee with the nominated principal applicant;
  • Have a language score of at least Canadian Language Benchmark (CLB) 4; and
  • Have completed the SINP 100-8 Form and provide a valid nomination certificate number for the nominated principal applicant.

An accompanying farm worker application will not be accepted if the principal applicant’s nomination certificate is expired.

The skilled worker application will only be processed after the Farm Category principal applicant has been approved and has received an SINP nomination number.

How to Apply (Both Category Streams)

You must submit all the documents listed in the SINP Farm Category Application Document Checklist.

If you live in, or are a citizen of a country in the Country Specific Checklist, make sure you include the documents required for this country in the application. If you do not, your application cannot be accepted for processing.

Document Translation

All documents must be in English of French. If they are in another language, you must submit:

  • A photocopy of the original document.
  • A photocopy of its translation.
  • A Translator Affidavit that describes the ability of the translator.

Who to Include in Your Application?

You may include the following as part of your application for nomination:

  • Your spouse.
  • Your common-law partner
  • Your dependent children
  • An employee in your current farming operation. The employee must submit their Skilled Worker Application.
    1. This skilled worker application can be part of the Farm category application.
    2. You, as the Principal Applicant of the Farm category application, must provide a letter of offer to the accompanying employee.

Net Worth Evaluation - Third Party Financial Service Providers

The SINP uses two third-party financial service providers to assess the net worth and legal accumulation of net worth of applicants to this category.

  • Submit all documents listed on the Third-Party Document Checklist, along with your file number, to one of the third-party providers listed above.
  • Make sure your information (financial statements, property evaluations, and bank account information) is correct.
  • Once your assessment is complete, you will get a report from the service provider.
  • To complete your application, submit the report by email to saskentrpreneur@gov.sk.ca.
  • Be sure to send your final report by the deadline.

Passports

Send photocopies of all passports for you and all family members that will be coming with you. Each photocopy must include passport pages showing:

  • The passport numbers.
  • The date of issue and expiry date.
  • The bio-data page showing the photograph, name, date and place of birth.
  • All passport pages showing exit and entry stamps.

If you do not submit complete passport documents, your application will be returned to you.
