The Prince Edward Island PNP Program is designed as a collection of pathways for immigrants with business acumen, skilled workers, and young graduates.

The PEI PNP allows for prospective immigrants a chance to receive a provincial nomination through many of its immigration programs. The province operates on the following immigration streams:

  • Atlantic Immigration Pilot
  • Expression of Interest
  • Skilled Workers
  • Entrepreneur

Atlantic Immigration Pilot

The Atlantic Immigration Program is a pathway to permanent residence for skilled foreign workers and international graduates from a Canadian institution who want to work and live in 1 of Canada’s 4 Atlantic provinces—New Brunswick, Nova Scotia, Prince Edward Island or Newfoundland and Labrador.

Atlantic Immigration Program: International Graduates and Skilled Foreign Workers

How you can take part in the program

This is an employer-driven program designed to help employers in Atlantic Canada hire qualified candidates for jobs they have been unable to fill locally. You must receive a job offer from a designated employer in Atlantic Canada to participate in the program.

To immigrate to Atlantic Canada through this program, you must be either:

  • a recent graduate of a recognized post-secondary institution in Atlantic Canada, or
  • a skilled worker

To immigrate to Atlantic Canada through this program, you must be either:

Who can Apply?

To be eligible for the Atlantic Immigration Program you must:

  • have qualifying work experience, unless you’re an international graduate
  • meet or exceed the educational requirements
  • meet or exceed the language requirements and
  • show that you have enough money to support yourself and your family when you get to Canada
    1. If you’re already living and working in Canada with a valid work permit, you don’t need to show proof.

Work Experience

In the last 5 years, you must have worked at least 1,560 hours. This is the number of hours you would have worked in 1 year if you were working 30 hours per week.

This work should be at one of these National Occupational Classification (NOC) skill levels

  • NOC Skill Type 0 (management jobs such as restaurant managers, mine managers)
  • NOC Skill Level A (professional jobs that usually need a degree from a university, such as doctors, dentists, architects)
  • NOC Skill Level B (technical jobs and skilled trades such as chefs, electricians, plumbers)
  • NOC Skill Level C (intermediate jobs that usually call for high school and/or job-specific training, such as industrial butchers, long-haul truck drivers, food and beverage servers)

International Graduates

You must meet all the requirements below to be exempt from the work experience requirements.

You do not need to meet the work experience requirements if you’re an international graduate who:

  • has a degree, diploma, certificate, or trade or apprenticeship certification that
    1. took at least 2 years of studies
    2. is from a recognized post-secondary institution in 1 of the 4 Atlantic provinces (New Brunswick, Nova Scotia, Prince Edward Island, or Newfoundland and Labrador)
  • was a full-time student for the entire time you were studying
  • lived in one of the following provinces for at least 16 months during the last 2 years before you graduated
    1. New Brunswick
    2. Nova Scotia
    3. Newfoundland and Labrador
    4. Prince Edward Island
  • was a full-time student for the entire time you were studying

Educational Requirements

You must have one of these:

  • a high school diploma, post-secondary certificate or degree if you studied in Canada
  • an educational credential assessment (ECA) to show that your studies are equal to a Canadian secondary or post-secondary certificate, diploma or degree if you studied outside Canada
    1. your ECA report must be less than 5 years old on the date we get your application
  • an education level at least equal to a Canadian one-year post-secondary certificate if you have a job offer at the NOC 0 or A skill type or level
  • an education level at least equal to a Canadian high school certificate if you have a job offer at the NOC B or C skill levels

Language Requirements

You must meet the minimum language requirements based on the NOC category that applies to your job offer. This can either be the:

  • Canadian Language Benchmarks (CLB) or
  • Niveaux de compétence linguistique canadiens (NCLC)

The minimum language requirements for each NOC category are:

  • CLB/NCLC 5 for NOC 0, A and B
  • CLB/NCLC 4 for NOC C

You must submit your results from a designated language testing organization with your application. These results must be less than 2 years old when you apply.

You need to have enough money to support yourself and your family when you get to Canada. The amount you need depends on the size of your family. The size of your family also includes anyone you support who isn’t immigrating with you.

Get A Job Offer

You’ll need to seek job opportunities with designated employers.

The job offer must meet all of these requirements:

  • The job offer must be full time, meaning you’ll work at least 30 paid hours per week.
  • The job offer must be non-seasonal. In general, this means you have consistent and regularly scheduled paid employment throughout the year.
  • For NOC 0, A or B level job offers, the employer is offering you a job that will last at least 1 year (1 year from the time you become a permanent resident).
  • For NOC C level job offers, the employer is offering you permanent employment, that is, there is no set end date.
  • The job offer cannot come from a company where you (the applicant) or your spouse is a majority owner.
  • The job offer must be at the same skill level as, or higher than, the work experience that you qualified for (refer to the table below), unless you’re an international graduate from a recognized post-secondary institution in Atlantic Canada.

When a designated employer offers you a job, they’ll give you an Offer of Employment to a Foreign National form [IMM 0157]. You must:

  • make sure you meet the employment requirements listed in the National Occupational Classification
  • sign the form titled Offer of Employment to a Foreign National and keep a copy for your records

Apply for a temporary work permit (optional)

If you applied for permanent residence through the Atlantic Immigration Program, you may be eligible for a 1-year work permit. The work permit lets you work while your permanent residence application is being processed.

This work permit:

  • is only for the Atlantic Immigration Program
  • is valid for 1 year
  • only lets you work for the employer who offered you the job

Getting a temporary work permit doesn’t automatically mean approval of your permanent residence application.

Temporary work permits for spouses/common-law partners

Your spouse/common-law partner can apply for an open work permit if your job is listed as Skill Type 0, or Skill Level A, B or C in the National Occupation Classification.

Expression of Interest

The Office of Immigration has created a new Expression of Interest System. All foreign nationals interested in applying for permanent residency through the Business Impact Category, Express Entry or Labour Impact Category must create an account and profile through our on-line Expression of Interest System.

The Office of Immigration reviews the Expression of Interest system consistently and will invite individuals to apply to the PEI Provincial Nominee Program each month.

How does the new Expression of Interest System work?

Immigration through the Prince Edward Island through Business Impact Category, Express Entry or Labour Impact Category is a three-step process:

Step 1: Create an account and submit your profile to the Expression of Interest system.

Step 2: The highest-scoring, qualified candidates with a connection to Prince Edward Island will be invited to submit an application to the PEI PNP by our Office.

Step 3: Following a thorough review of the paper application submitted to the Office of Immigration, Prince Edward Island nominates successful candidates to apply to the Government of Canada for permanent residency.

Foreign Qualification Recognition (FQR) and Education Credential Assessment (ECA)

Education Credential Assessment and Foreign Qualification Recognition are not the same. If you have a foreign degree, diploma or certificate and you are creating a Federal Express Entry profile you must have an ECA. If you have a Canadian degree, diploma or certificate, you do not require an ECA.

Foreign Qualification Recognition is the process of verifying qualifications (education, knowledge, skills, and work experience) obtained in another country are comparable to the Canadian standards established for an occupation. In order to claim points in the Office of Immigration’s Expression of Interest system, you must have your qualifications recognized as required in Prince Edward Island.

If you have a Federal Express Entry profile, you should submit a profile under PEI’s Express Entry program NOT through the Skilled Worker Outside PEI category.

Immigrate to PEI as a Worker

These programs give individuals who have already been hired by a PEI employer the opportunity to access an accelerated path to permanent residency should they receive PEI PNP.

Critical Workers

You can apply for a nomination for permanent residency through the Critical Worker stream of the Prince Edward Island Provincial Nominee Program (PEI PNP) if you are currently working in PEI. The PEI Critical Worker stream is employer-driven, allowing Island employers to fill intermediate-skilled positions that they are unable to fill through the local job market.

Eligibility

To be eligible to apply for the PEI Critical Worker stream you must:

  • have a full-time, non-seasonal (i.e., permanent or minimum of two years) job offer from a PEI employer in an intermediate-skilled position, defined by the National Occupation Code (NOC) (link is external) skill level C or D;
  • have worked a minimum of six months full-time for the PEI employer;
  • have a valid work permit and legal status in Canada;
  • possess a minimum education of secondary school diploma;
  • be between the ages of 18 and 59;
  • have a minimum two years of full-time work experience or relevant education in the past five years;
  • provide a language test from an IRCC-approved testing institute within the past two years with a minimum score of CLB/NCLC 4;
  • have sufficient financial resources to pay all immigration costs (including travel expenses) for you and your family to be able to establish in PEI; and
  • demonstrate a genuine intention to settle in PEI.

How to Apply

If you meet the eligibility criteria listed above then you or your representative must create a profile in the Prince Edward Island Expression of Interest system. To create a profile, you will be asked to provide a valid email address, and identification information including your passport details. Once your account has been verified, you will be able to proceed to complete your profile. Applicants can only have one active profile at any one time.

You must ensure information provided in your profile is accurate and verifiable. If your situation changes prior to being invited to apply, you may update your profile.

If you are invited to apply you will receive an email notification that will include your file number and instructions for submission of your file. If you are invited to apply you must complete the application forms. Your employer must also complete the employer forms.

Fees

There is no fee to create an Expression of Interest profile. If you are selected to apply for nomination by PEI, there is a non-refundable fee of $300 CAD. Payment will be prompted at the time of the Workforce Application Form submission. Applications will only be accepted with an approved transaction.

After Nomination

After you receive a nomination, you are responsible for submitting your Application for Permanent Residency to Immigration, Refugees, and Citizenship Canada (link is external) (IRCC) along with your nomination certificate. IRCC will then assess your application for admissibility factors.

If there are changes in your circumstances, such as family status, employment, contact information, etc., you must notify the Office of Immigration immediately. You are required to work with one employer until you receive Permanent Residency status. If any changes occur after nomination, you must notify the Office of Immigration and IRCC immediately.

PEI Express Entry

You can apply for a PEI Express Entry nomination for permanent residency through the Prince Edward Island Provincial Nominee Program (PEI PNP). Your nomination through PEI PNP will increase your chance of being issued an Invitation to Apply from the Federal Government.

Eligibility

To be eligible for nomination through PEI Express Entry, you must:

  • meet the requirements of at least one of the Federal Economic Immigration programs:
    1. Federal Skilled Worker Program;
    2. Federal Skilled Trades Program; or
    3. Canadian Experience Class
  • create a Federal Express Entry Profile and be placed in the pool of candidates.

There are two pathways to permanent residency through the PEI Express Entry Category, depending on if you have a job offer in PEI or not. Priority will be given to applicants that are living and working in PEI.

Graduates of publicly funded designated learning institutions in Canada are eligible to apply for a Post Graduate Work Permit upon graduation. PGWP holders who are seeking nomination under Express Entry are required to meet a minimum of nine months’ work experience with a PEI employer prior to being considered for immigration pathways if you:

  • hold a PGWP and graduated from an institution outside of PEI;
  • have a spousal open work permit as a result of a spouse’s study permit from an institution outside of PEI;
  • have a minimum of four months prior to the expiry of your PGWP at time of submission of Expression of Interest.

If you are selected for nomination by PEI, you must then accept the nomination through your MyCIC account online. After you are Invited to Apply by IRCC you must submit an electronic application for permanent residency with all supporting documentation and fees through your MyCIC account. IRCC is responsible for the decision on all applications for Permanent Residency.

Skilled Workers Outside Canada

The Skilled Worker Stream may be utilized for talent recruitment outside of Canada if the Prince Edward Island employer has received authorization from the Office of Immigration prior to issuing a job offer. With approval, a work permit support letter would be provided for the applicant to seek a work permit.

Eligibility

To be eligible to apply for the PEI Skilled Worker stream you must:

  • have a full-time long-term (i.e., permanent or minimum of two years) job offer from a PEI employer in National Occupation Classification (NOC) skill level 0, A, or B. Important note: Through this stream, your employer must receive authorization from our office prior to submitting an expression of interest profile;
  • have at least two years of full‐time work experience in the past five years;
  • have legal status in country of residence;
  • have successfully completed a post‐secondary degree or diploma (minimum two-year program);
  • be between the ages of 18 and 59;
  • have sufficient English and/or French language ability to perform the job offered. Language ability can be verified by one of the following:
    1. a language test from an IRCC approved testing institute within the past two years with a minimum score of CLB/NCLC 4; or
    2. PEIW-02: Workforce Job Offer Form indicating employer is comfortable with the employees proficiency in English and/or French to perform tasks associated with the job position being offered.
  • have sufficient financial resources for the applicant and family to pay all immigration costs (including travel expenses) to be able to establish in PEI; and
  • demonstrate a genuine intention to settle in PEI.

How to Apply?

Immigrate to PEI as an Entrepreneur

Work Permit Stream

If you are interested in immigrating to Prince Edward Island and would like to invest in and run a business, you may be eligible for a nomination for permanent residency through the Work Permit Stream of the Prince Edward Island Provincial Nominee Program (PEI PNP). This stream is for foreign nationals with business ownership or extensive management experience who would like to move to PEI to start their business, and eventually become a permanent resident.

Eligibility

To be eligible for nomination through the Work Permit stream you must:

  • have a minimum verifiable personal net worth of $600,000 which has been accumulated through legal and legitimate sources in your own right;
  • have a minimum education of secondary school equivalent;
  • be within 21-59 years of age at the time of application;
  • have transferable management skills and past employment or business ownership experience;
  • meet minimum language requirements equivalent to a CLB/NCLC 4(link is external); and
  • intend to live and work in PEI while providing day-to-day active and ongoing management of your PEI-based company
  • Attend an interview with staff from the Office of Immigration.
  • Meet the terms and conditions of the Performance Agreement signed with the Office of Immigration.

Important

An Expression of Interest is not an application, but an indication of your interest in being considered to apply to the PEI PNP Business Impact Category. The Office reserves the right to limit intake or make exclusions from Expressions of Interest draws.

Information provided in the Expression of Interest Profile must be valid and verifiable. The Office of Immigration will compare information provided in application with the Expression of Interest Profile, if there is a discrepancy it may affect your ability to apply.

Files that have been determined to contain misrepresentations may be ineligible to apply to the Office of Immigration for 2 years.

Fees

There is no fee to create an Expression of Interest. If you are selected for nomination by PEI, the application fee is $10,000 CAD which must be submitted with your application. The acceptable forms of payment are a bank draft, a certified cheque, or a money order made payable to Island Investment Development, Inc.

If your file is not accepted, the entire fee will be refunded. If your file is declined or withdrawn prior to you being interviewed by our office, $7,500 will be refunded. If your file is declined or withdrawn after you have interviewed with our office, the entire fee is non-refundable. The acceptable forms of payment are a bank draft, a certified cheque, or a money order made payable to Island Investment Development Inc.

After you have received your Invitation to Apply, you must complete all applicable provincial forms listed below:

  • B-3: Application Form
  • B-5: Consent to Validate Information
  • B-6: Information Release

You must also complete all applicable federal forms from the Federal Application Package for Provincial Nominees.

After Approval

After you are approved you will receive a letter of support from the province for a work permit. You are responsible for submitting your application for a work permit to Immigration, Refugees, and Citizenship Canada (IRCC) along with your letter of support.

After you are approved for a work permit, you must move to PEI and start your business. After you have fulfilled all of the terms and conditions of your Performance Agreement you will be issued a nomination certificate.
