Canadian employers wishing to hire a foreign worker must apply to Service Canada for a Labour Market Impact Assessment (LMIA), previously known as a Labour Market Opinion (LMO). If the LMIA is positive, it can be submitted by the employer to Immigration, Refugees, and Citizenship Canada (IRCC) for a work permit.
